If you live in a new-build flat, a housing development, or an urban regeneration area, there’s a reasonable chance your heating and hot water comes from a heat network rather than an individual boiler. Heat networks — also called district heating — supply around 500,000 homes in the UK today, and the government’s Heat Network Zoning policy aims to roughly triple that number by 2035 as part of the strategy to decarbonise UK heating.
For many households, heat networks are simply how heating works: the connection exists when you move in, and that’s that. But for households who have the choice to connect — or who are evaluating new-build or retrofit situations — it’s worth understanding what heat networks are, how to evaluate costs and reliability, and what the new regulatory framework means for your rights.
How Heat Networks Actually Work
A heat network has three main components:
The heat source. This is where heat is generated. Modern heat networks use a range of sources: large-scale heat pumps (ground source or water source), combined heat and power (CHP) gas engines, waste heat from data centres or industrial processes, energy from waste (EfW) incineration, or increasingly, captured heat from the ground beneath urban areas using deep geothermal borehole systems. The efficiency advantage of heat networks is that large-scale heat generation is more efficient than thousands of individual gas boilers — a single large heat pump serving 500 homes operates at a higher coefficient of performance than 500 small domestic units.
The pipe network. Insulated underground pipes carry hot water (or steam, in some older systems) from the heat source to buildings, then return cooler water back to be reheated. Modern systems operate at lower temperatures (60–70°C flow, 40–50°C return) which suits heat pump operation and reduces pipe heat losses.
The heat interface unit (HIU). In each property, a heat interface unit acts like a heat exchanger — transferring heat from the network pipes to the building’s internal heating and hot water system. The HIU replaces the boiler. It’s typically the size of a small boiler cabinet and requires very little maintenance compared to a gas boiler.
What Changed in January 2026: Ofgem Regulation
Before 2026, heat network consumers in the UK had no formal regulatory protection. If your district heating company charged excessive prices, had poor reliability, or refused to give you clear billing information, you had limited recourse — heat networks were exempt from the energy market rules that apply to gas and electricity suppliers.
That changed when Ofgem became the regulator for heat networks under the Heat Networks (Regulation) Act 2025. From January 2026, heat network operators must:
- Register with Ofgem and comply with consumer protection standards
- Meet reliability targets — the initial standard requires networks to return to service within 4 hours for 95% of unplanned outages
- Provide clear tariffs, billing, and easy-to-understand heat cost information
- Offer vulnerable customer support equivalent to what electricity and gas suppliers provide
- Allow Ofgem to investigate and enforce against poor performance, including financial penalties
The regulation came after years of documented problems: some heat network customers were paying significantly more per unit of heat than gas customers, with no recourse if reliability was poor or tariffs were opaque. The new framework is a material improvement, though it’s worth noting that tariffs are not directly price-controlled — Ofgem can intervene on unfair pricing but doesn’t set a price cap equivalent to the gas and electricity cap.
Heat Network Zoning: What It Means for Your Property
The Heat Network Zoning policy, currently in development with the first zones expected to be designated from 2027 onwards, will identify areas where heat networks are the lowest-cost pathway to decarbonising heat. Within designated zones, new buildings and major renovations will be required to connect to the heat network rather than install individual gas boilers or heat pumps.
If you are planning a major renovation, buying a new-build, or own commercial property in a city, it’s worth checking whether your local authority area is likely to be in an early designation zone. The zones are expected to concentrate initially on high-density urban areas — particularly London, Manchester, Leeds, Birmingham, and Glasgow — where population density makes heat network economics most favourable.
For existing homes outside zoning areas, connection to a heat network (if one is available or planned nearby) remains voluntary.
Evaluating a Heat Network Connection
If you’re being offered a connection to a heat network — as part of a new-build purchase, an estate retrofit, or an area scheme — here’s what to evaluate:
Tariff structure. Heat network tariffs typically have two components: a standing charge (fixed, covering network maintenance) and a unit cost per kWh consumed. Compare the total annual cost against what you’d pay with a gas boiler or air source heat pump. The key metric is pence per kWh of useful heat delivered — for context, a gas boiler at 85% efficiency delivers useful heat at roughly the gas unit price ÷ 0.85; a heat network with a COP 3 heat pump source delivers heat at roughly network unit price ÷ 1 (you’re paying for the heat already delivered, not the fuel).
Network heat source. A heat network powered by waste heat from a data centre or industrial process is extremely low cost to run because the heat is a byproduct. A network currently using gas CHP may transition to heat pumps over time — improving carbon performance but potentially changing tariffs. Ask the operator what the heat source roadmap looks like.
Reliability history. Since January 2026, operators must report outage statistics to Ofgem. For new connections, ask what the reliability record has been. Heat networks in well-maintained modern developments tend to be very reliable; older or poorly maintained networks have had significant issues.
Metering. Ensure the connection includes a heat meter that measures your consumption accurately. Under Ofgem regulation, accurate metering is required, but it’s worth confirming this is in place before committing.
Heat networks done well — with a low-carbon heat source, accurate billing, and strong maintenance — are a genuinely good option for many households, particularly in denser urban areas where individual heat pump installation is space-constrained. The new regulatory framework significantly strengthens consumer protections compared to the pre-2026 situation.
